SGA Expands Pipeline Safety and Member Readiness Efforts, Names Former PHMSA Chief Investigator to Lead Initiative

SGA Natural Gas Association today announced the appointment of Tiffany Ziemer as Director of Pipeline Safety & Regulatory Excellence. In this role, she will lead SGA’s efforts to help operators strengthen regulatory readiness, risk reduction, operational resilience, and continuous improvement through training, resources, and industry collaboration.

As PHMSA continues shifting toward more performance-based oversight, operators face increasing responsibility to proactively demonstrate operational discipline and safety performance. For organizations that navigate that shift well, these changes also create opportunities to strengthen internal alignment, identify risks earlier, and improve operational outcomes.

Ziemer joins SGA following more than a decade with the Pipeline and Hazardous Materials Safety Administration (PHMSA), U.S. Department of Transportation, where she served in senior leadership roles, including Chief Investigator. She managed enforcement programs across 11 states and led national accident investigation teams, providing firsthand insight into how federal inspections, investigations, and enforcement priorities unfold in real-world operating environments.

Ziemer holds a Bachelor of Science in Business Administration from Grantham University and has completed the Federal Executive Institute executive leadership program.

SGA’s expanded readiness efforts are designed to complement broader industry initiatives, including peer review and operational benchmarking programs, by helping operators better understand evolving PHMSA expectations, enforcement priorities, and preparedness considerations before issues surface under regulatory scrutiny.

This initiative will help operators:

  • Strengthen regulatory preparedness and oversight readiness

  • Apply lessons learned from inspections, investigations, and enforcement actions

  • Enhance operational resilience and workforce readiness through practical training and peer learning

Through its network of operators, technical experts, trainers, and industry leaders, SGA is uniquely positioned to transform lessons learned into practical training, resources, and peer-to-peer knowledge sharing that strengthens readiness across organizations of all sizes.

These efforts will be delivered through SGA’s training programs, conferences, peer engagement opportunities, and operational resources, helping members apply industry knowledge in practical and meaningful ways.

Ziemer will also represent SGA at OpsCon 2026 in Austin this July, leading the general session, “The Inside Track: What the New PHMSA Means for Your Operations,” on Thursday, July 23, immediately before the conference closing keynote.

The addition of Ziemer reflects SGA’s ongoing investment in providing members with practical resources, expert-led training, and industry collaboration opportunities that support safe, reliable, and resilient operations.
